Is Pennsylvania a landlord friendly state?

Pennsylvania leans more towards protecting tenant rights, making it less landlord-friendly compared to some other states. For example, prior to entering a tenant’s home for inspections or repairs, landlords must give a 24-hour notice. Rental properties are required to be safe and meet certain health standards.

Landlords can only charge up to two months’ rent for a security deposit in the first year. However, this does drop to one month’s rent in the following years. They also need to return the deposit within 30 days after a tenant moves out, with a detailed list of any deductions for damages.
